Douglas Emmett Inc., among the Los Angeles region’s biggest office landlords, is working with local cities to ensure that it isn’t giving out what it calls free loans in the form of rent deferments to larger tenants the landlord argues don't need the eviction protections created during the coronavirus pandemic.
